Which way should I lay rectangular tiles?

That depends on the look you're going for. Lay them horizontally for a classic finish, stack them vertically for something more contemporary or stagger the rows to create a familiar brick-bond pattern. Some rectangular tiles can also be arranged in a herringbone pattern for a more eye-catching look.

Can rectangular wall tiles be used on a floor?

Sometimes, but only when the tile is listed as suitable for floors. Rectangular wall tiles aren't designed to handle the same foot traffic as rectangular floor tiles so always check the product details before you buy.
