Hi, If you go to page 19 of the installation instructions which is the Fault Finding Section and then look at section number 3 you will find various issues that can cause a lack of hot water. Thanks.

can this turn cold water into hot water

yes, this is how electric showers work, they are fed just by a cold water feed and the unit creates the hot water used in showering
